ANYONE TRANSLATE?

I believe this was made in the Ukraine,hence the language.
My first thought was"they're never here when you want them"I refer of course to my former neighbour whose parents came from that part of the world.Thinking he could possibly tell me what the spoken word was.
Never mind the action is well worth watching.
